APPRAISAL OF VARIOUS PRA PROPERTIES (PBCONS15-003)

 

  1. The Philippine Reclamation Authority (PRA), through its 2015 Corporate Operating Budget, intends to apply the sum of One Million One Hundred Ninety Eight Thousand Two Hundred and 00/100 (Php1,198,200.00) for three (3) appraisers (maximum of P399,400.00 per appraiser), inclusive of all applicable taxes and fees, being the Approved Budget for the Contract (ABC) to payments under the contract for Appraisal of Various PRA Properties. Bids received in excess of the ABC shall be automatically rejected at the opening of the financial proposals.

  2. The PRA now calls for the submission of eligibility documents of independent appraisal firms to undertake the valuation of thirty nine (39) real estate properties of PRA in various locations in the Philippines. Interested consultants may purchase Eligibility Documents at a non-refundable fee of Five Hundred Pesos (Php500.00) from November 13 to 25, 2015 at 7th Floor, Legaspi Towers 200, Paseo de Roxas, Makati City during office hours from 8:00 AM to 5:00 PM.

  3. Consultants who purchased Eligibility Documents must submit their accomplished Eligibility Documents on or before November 25, 2015 at 9:30 AM at the same address above. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. The Opening of the Eligibility Documents will immediately follow on November 25,2015 at 10:00 AM at the PRA Conference Room, 6th Floor Legaspi Towers 200, Paseo de Roxas, Makati City.

  4. The PRA Bids and Awards Committee shall draw up the short list of consultants from those who have submitted eligibility documents and have been determined as eligible in accordance with the provisions of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its implementing Rules and Regulations (IRR). The short list shall consist of a minimum of three (3) and a maximum of seven (7) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing of eligible consultants will be done based on the following criteria: experience of the consultant, qualification of personnel and current workload.

  5. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the IRR of RA 9184.

    Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

  6. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation (QCBE) procedure. Bids whose technical proposals pass the minimum technical rating of seventy percent (70%) shall have its financial proposals opened and evaluated. The technical proposal shall carry sixty percent (60%) weight in the bid evaluation. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

  7. The contract shall be completed within forty (40) calendar days after receipt of Notice to Proceed.

  8. The PRA reserves the right to reject any and all bids, annul the bidding process, or not award the contract at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
