PRA WELCOMES REP. JOEY SALCEDA’S RECOMMENDATIONS ON MANILA BAY RECLAMATION PROJECTS AS FISCAL LIFESAVER
Manila, Philippines – The Philippine Reclamation Authority (PRA) expressed strong support for House Ways and Means Committee Chairman Rep. Joey Salceda’s science-based recommendations regarding the potential of land reclamation projects in Manila Bay as a critical fiscal lifeline for the national economy. The PRA commends the holistic approach adopted by President Ferdinand R. Marcos Jr.’s administration, which prioritizes addressing environmental, social, and other pertinent issues before advancing with the reclamation projects.
President Marcos’ administration has initiated a comprehensive strategy towards reclamation, ensuring that environmental concerns and other critical factors are remediated before any projects proceed. This approach aims to balance economic benefits with sustainable development, thereby safeguarding the interests of future generations.

The Committee sessions have been pivotal in clarifying national policies on land reclamation while at the same time prescribing systematic, orderly, and scientific methodologies to evaluating and approving such projects. The House committee’s diligence highlights a commitment to environmental sustainability and the broader national interest.
During a House Committee on Ways and Means meeting last May 22, 2024, Rep. Salceda stated, “No more need for new taxes to pay for the nation’s debts.” This highlights the potential fiscal benefits of reclamation when all approved projects are implemented, underscoring their significance in bolstering the national economy without additional tax burden. Further, it recognizes the PRA as a major wealth creating GOCC.
In alignment with President Marcos’ policy direction, the PRA, alongside the House Committee on Ways and Means, aims to maximize revenue generation, minimize environmental disturbances, address complex issues such as national security, social and public welfare, and reinforce investor confidence. This strategic alignment is expected to drive significant and inclusive economic gains for the nation.

The economic projections associated with the reclamation projects are substantial. The PRA anticipates that these projects will generate approximately PhP23.113 trillion pesos in investments, contribute PhP1.155 trillion pesos annually in general gross value added (GVA), and create around 577,527 jobs. These figures underscore the transformative potential of land reclamation projects in bolstering the Philippine economy.
