Official press statement of philippine reclamation authority: denr’s compliance review forms basis for 2 pasay city reclamation projects’ resumption after the suspension order
The Philippine Reclamation Authority (PRA) acknowledges the critical role played by the Department of Environment and Natural Resources (DENR) by conducting the compliance review of the various Manila Bay reclamation projects, resulting in the green lighting of two significant Pasay City Reclamation Projects following the Suspension Order issued on August 11, 2023.
Relatedly, in an expression of convergence with the Executive Department’s efforts to rationalize reclamation projects in Manila Bay, Albay Rep. Joey Salceda led congressional hearings on the Pasay City-led reclamation projects. His dedication to exploring responsible reclamation initiatives that benefit communities is commendable. According to Congressman Salceda, “Pasay City stands as a testament to responsible reclamation efforts that invariably benefit the community. Looking at historical flooding maps presented during the hearings, there is evidence that reclamation provides flood protection, with reclaimed areas showing reduced flooding incidents.”
From the economic viewpoint, Congressman Salceda’s estimated potential yield of PHP563 billion in real estate assets from both projects combined, highlights the substantial economic prospects these projects offer to the government. Equally significant is the legal obligation under RA 7279 to allocate 50% of Philippine Reclamation Authority (PRA) income to housing that will benefit the poor.
The collaboration between DENR and PRA led to a meticulous evaluation of the affected projects’ compliance with Environmental Compliance Certificates (ECC) and Area Clearances (AC). Following this rigorous evaluation, DENR concluded that the following projects are fully aligned with the stringent ECC and AC conditions:
1.) 265-Hectare Pasay Harbor City Reclamation Project (ECC-CO-1807-0015; AC- NCR2019-001)
2.) 360-Hectare Pasay Reclamation Project (ECC-CO-1601-0003; AC-NCR-2019- 003)
These projects demonstrate adherence to PRA parameters outlined in EO 74 and its Implementing Rules and Regulations as per PRA AO 2019-4. Furthermore, the existing Memoranda of Agreement (MOAs) between PRA and the Pasay City Local Government further solidify their compliance with regulatory frameworks.
Following the comprehensive compliance review by DENR confirming alignment with ECC and AC conditions and adherence to PRA parameters, the resumption of the aforementioned Pasay City Reclamation Projects following the Suspension Order issued by PRA has been APPROVED. However, the projects will continue to be subjected to rigorous and continuous monitoring to ensure sustained compliance with ECC and AC conditions, and all applicable laws and regulations. Additionally, the permission to proceed is contingent on the results of the ongoing cumulative impact assessment being conducted by DENR. We acknowledge and commend the diligence of the Pasay City Local Government in spearheading these projects together with their private sector partners. Their commitment to responsible development aligns with the vision of sustainable progress.
