INVITATION TO SUBMIT LETTER OF INTENT, PREQUALIFY AND BID FOR THE DISPOSITION OF PRA PROPERTIES

 

The PHILIPPINE RECLAMATION AUTHORITY (PUBLIC ESTATES AUTHORITY) invites interested parties to pre-qualify and bid for the sale of the following properties on an “as-is, where-is” basis:

Each property is being bidded out separately, but prospective bidder may bid for more than one (1) property.

    1. QUALIFIED PROSPECTIVE BIDDERS

 

      Sale:
      • Any Filipino citizen of legal age; and
      • Any government-owned or controlled corporation, government financial institution or any public corporation which has complied with the requirements established by PRA for this bidding.

Private corporations are not eligible to bid. However, directors, officers and stockholders of private corporations can acquire reclaimed alienable lands of the public domain not to exceed twelve (12) hectares per individual through public bidding, provided they are Filipino citizens.

      Lease:
      • Any Filipino citizen of legal age; and
      • Any government-owned or controlled corporation, government financial institution or any public corporation which has complied with the requirements established by PRA for this bidding.
      • Private corporations with at least 60% of capital stock owned by Filipino citizens and organized and constituted under Philippine Laws.

      1. Interested qualified parties may secure the Terms of Reference and Bid Documents from the Marketing Department at the address stated below upon payment of the non-refundable fee in cash or Manager’s / Cashier’s check payable to Philippine Reclamation Authority and submission of a Letter of Intent (LOI) to participate in the public bidding for the properties identified for disposition to be addressed and delivered to:

    1. The PREBAC shall hold a Pre-Bid Conference which shall be open only to the interested parties who purchased the bid documents.

    2. The required pre-qualification documents and duly-accomplished Bid Documents prescribed in the Terms of Reference should be submitted/dropped in the Bid Box located at the above-stated address.

    3. The opening of bids, to be conducted by the PREBAC, shall immediately follow at 2:00 P.M. of the same day after the closing/sealing of the Bid Box.

  1. PRA reserves the right to reject any and all bids, to waive any informality/ies found therein, to accept such bids as may be considered most advantageous to its interest, to declare a failure of bidding or not to award the contract in cases of:

    1. Prima facie evidence of collusion between PRA officers/employees or the PREBAC and any of the bidders or between or among the bidders themselves or between a bidder and a third party, including any act which restricts, suppresses or nullifies or tends to restrict or nullify or suppress competition;

    2. The PREBAC is found to have failed in following the prescribed bidding procedures; and

    3. For any justifiable and reasonable ground, the award of the contract will not redound to the benefit of the government.
