The Corporate Governance Scorecard (CGS) is a corporate governance rating system designed to raise the standards of corporate governance practices of the GOCCs to be at par with the ASEAN state-owned enterprises. It is a list of questions used to rate a GOCC's governance policies and practices on the basis of the three (3) OECD Principles of Corporate Governance for State-Owned Enterprises.

The PRA has identified its stakeholders and documented the same in the PRA Quality Management System (QMS) Manual and PRA Stakeholder Engagement and Management Plan (SEMP).

In accordance with the PRA Quality Policy, the Agency is committed to provide quality public service in the performance of its mandates. The PRA QMS Manual integrates the needs and expectation of the Agency’s relevant interested parties as a source of information in its planning process and strategy formulation. The matrix of needs and expectations of identified relevant interested parties is used as basis to improve PRA's products and services and increase stakeholder satisfaction.

The PRA also developed its SEMP to determine the stakeholders' concerns, issues and feedback and integrate them into PRA's decision-making process. The grievance mechanism institutionalized by the SEMP seeks to address the concern or complaint raised by those affected by the projects and policies of the PRA.

It is also stated in the PRA's Manual of Corporate Governance to ensure fair treatment of stakeholders and to strengthen PRA’s relations with them.

The PRA CSR Statement provides the basis of the acceptance of reclamation proposals with significant value on its environmental impact, environmental sustainability, and disaster risk reduction components. It affirms that its operations and programs inherently affects not only the environemnt but also the lives and welfare of involved communities. It stipulates that the PRA allocates material and human resources to initiate or enhance community projects primarily for settlements affected by reclamation programs. To achieve inclusive growth, the PRA is committed to establishing an institutional mechanism for educating the public about reclamation and integrating their views in reclamation activities

The PRA CSR statement is stipulated and affirmed in the PRA's Manual of Corporate Governance. The PRA’s Mission and Vision Statements likewise provides emphasis on the environmental sustainability of its reclamation activities consistent to the public interest. The PRA CSR Statement provides the basis of the acceptance of reclamation proposals with significant value on its environmental impact, environmental sustainability, and disaster risk reduction components. It affirms that its operations and programs affect the environment and that reclamation projects shall be undertaken in an environmentally sustainable manner consistent with public interest. The acceptance of reclamation proposals are decided according to the outcome of a cost vs benefit analysis whereby the project proceeds when the benefit outweighs the cost except when the costs will be environmental degradation and imminent danger to people’s lives. PRA strictly observes the outcome of an Environmental Impact Assessment before approving any project. In the course of project implementation, environmentally sustainable innovations and disaster risk reduction components are integrated through hard and soft engineering.

PRA’s Mission and Vision Statements provides emphasis on the environmental sustainability by creating well-planned, environmentally resilient and sustainable reclaimed lands and efficiently developed and managed public estates.

The PRA also issued Administrative Order No. 2021-02, or the "Policy and Guidelines Governing The Social Environment Fund (SEF) Collected From Reclamation Projects", published and effective on June 18, 2021. The policy provided concrete guidelines on setting up environmental fund to be used for any nvironmental and socio-economic enhancement purposes related to reclamation projects or coastal protection initiatives. In general, the funds shall be used for activities contributing to natural resources management, preservation, protection, and enhancement of the environment, related researches, studies, and trainings, incentive measures provided for environmental legislation, and other activities deemed useful for the protection of the environment.

PRA commits the promotion of health, safety and welfare of its stakeholders through the following activities:

Road Repair for Convenience of the Motoring Public in PRA Roads:
PRA continuously performs the necessary actions towards the maintenance and timely repair of PRA roads for the benefit of its motoring public/stakeholders. In 2021, PRA contracted the services of SOCOR Construction Corporation for the infrastructure project for road repair works along Asean Avenue, President Diosdado Macapagal Boulevard (PDMB), and J.W. Diokno (Bay) Boulevard through cutting and squaring. The contract involved repair of damaged pavements inventoried on May 20, 2020 with a total area of 3,932.68 sqm by removal and replacement of 4 inches thick asphalt. The contract was awarded on July 13, 2021 and the road repair works commenced from July 14, 2021, which was completed on September 15, 2021. Thesel measures were undertaken in response to the need to prevent continuous distress and deterioration of the damaged pavements brought about by the rainy weather conditions and continuous passage of vehicles posing hazards and inconvenience to the stakeholders and motoring public.

Installation of Cross Drain in PDMB to Mitigate Flooding For Motoring and Commuting Public:
To address the flooding situation at the President Diosdado Macapagal Boulevard, at the exit of PITX in the vicinity of Asiaworld, the PRA, in partnership with the local government of Paranaque City, together with the inter-agency group composed of MMDA, DPWH, DOTr, and PITX, commenced the installation/construction of cross drainage on December 8, 2021. The initiative was completed on January 15, 2022, and monitoring on the area is conducted to ensure that the flooding situation has improved or was eliminated. The measure was undertaken to address the public commuters and motorists' needs for smooth and safe passage and transporation along the area.

Issuance of Advisories and Safety Protocols for PRA Stakeholders:
The PRA issued series of advisories to its stakeholders regarding the processes, protocols and precautionary measures being implemented in its transactions and within the PRA premises to minimize health risks within and among the PRA employees and stakeholders.

Inclusion of Stakeholders' Safety in the PRA Workplace Handbook on COVID-19 Management and Prevention:
As the PRA Board adopted and approved the PRA Workplace Handbook on COVID-19 Management and Prevention, effective July 8, 2021, certain safety measures and protocols were included therein pertaining to health and safety of the PRA Stakeholders.

Interaction with Communities of Municipalities of Virac and Baras in the Formulation of Coastal Management Strategy Roadmap:
Pursuant to PRA's Mission and Vision and CSR Statements, PRA integrates disaster risk reduction through hard and soft engineering as components of its annual and continuing initatives with and for vulnerable coastal communities. In 2021, PRA’s assistance in the formulation of Coastal Protection/Management Strategies (CPMS) by LGUs, continues to be implemented in other priority areas that are most vulnerable to the impacts of climate change. Both municipal mayors of Baras and Virac, including the provincial governor, pledged full support and expressed appreciation of the initiative in separate courtesy calls. On November 2020 and June 28, 2021, agreements with the Municipalities of Baras and Virac were formalized, respectively. Groundwork with these communities were undertaken by PRA from May 9-16, 2021, including actual site inspections, environmental scanning, verification and validation of secondary data, stakeholders’ consultations, investigation and data validation, and presentations to various stakeholders.

GAD Livelihood Program for Communities:

The PRA Gender and Development (GAD) initiated its Livelihood Training Program by sending correspondence/proposal to the LGU of Las Pinas City. The target beneficiaries are the affected families of the construction of the Manila Cavite Coastal Road and Reclamation Project along the R-1 land strip, covering four (4) Barangays of Manuyo Uno, Daniel Fajardo, Ilaya and Aldana in Las Pinas City. Said families were relocated from the road-right-of-way of the service road to the marginal properties within the periphery of the coastal road. To assist the communities, the PRA shall provide the full funding for the livelihood training program.

Environmentally Resilient and Sustainable Projects:
Pursuant to the PRA's Mission and Vision and CSR Statements, PRA places significant value on the environmental impact and environmental sustainability, of any project. This is realized by requiring Environmental Compliance Certificate (ECC) compliance prior to the start of any reclamation projects. PRA continued monitoring the proponents’ compliance to the ECC conditions by participating as resource person and regular member of the Multi-Partite Monitoring Teams (MMT).

Several MMT activities were conducted virtually from March 2021 to December 2021.

Promotion and Integration of Coastal Protection Strategy in Vulnerable Areas:
Pursuant to PRA's Mission and Vision and CSR Statements, PRA integrates disaster risk reduction through hard and soft engineering as components of its annual and continuing initatives with and for vulnerable coastal communities. In fulfillment of its mission to promote coastal protection and resilience, PRA initiated the formulation of a Roadmap towards a Coastal Management Strategy for the municipalities of Baras and Virac in Catanduanes on May 09-16, 2021. The Coastal Management Strategy is envisioned to provide a long-term coastal zone management plan and disaster risk reduction measures in Catanduanes.

The PRA has a separate CSR section in its website. CSR-related data and information are also disclosed and integrated in the Quality Management System (QMS) Manual and Stakeholders Engagement and Management Plan (SEMP).

The Stakeholder Map, as reflected in the PRA's SEMP, lays out the identified PRA stakeholders with their corresponding designation as either possessing high or low power to affect the pulic perception of PRA and its projects, and either indicating high or low support in the PRA's projects. Said mapping was formulated based on these stakeholders' perception and issues raised before the Agency. With the said stakeholders' map, the PRA identified various stakeholders' engagement strategies in order to mitigate or address their issues and concerns against the PRA and its projects, and/or increase stakeholder support towards PRA and its projects. These strategies eventually formed part of the PRA's charter statement and performance scorecard for CY 2021 where one of the strategic objective was to "increase support of stakeholders, address concerns of affected communities and gain social acceptance of development projects".

Among the 2021 activities conducted as part of the PRA's strategy in addressing stakeholder concerns are conduct of livelihood trainings, stakeholder consultations and data collections from communities for the formulation of coastal protection strategies, facilitation of short courses, presentation of coastal protection strategies to gain support from LGUs and municipal mayors or vulnerable areas, monitoring and review of compliance with Environmental Compliance Certificate conditons by project proponents, and participation in committee meetings of proposed house bills.

The PRA maintains the implementation of the PEA – Program on Awards and Incentives for Service Excellence (PEA-PRAISE), PRA Employee’s Manual and the Grievance Mechanism. These policies and protocols aim to guarantee a fair and safe working environment, encourage participation in the Agency's health and wellness programs, promotoe corporate activities for employees and camaraderie building, and encourage creativity and innovativeness in the corporate culture.

On July 8, 2021, the PRA Board adopted and approved the PRA Workplace Handbook on COVID19 Management and Prevention. which compiles the
essential information based on important issuances on COVID-19 prevention and
management in the workplace by relevant agencies. The handbook provides proper guidance and appropriate information to all PRA officers and employees, as well as key stakeholders, to ensure that the PRA workforce and their families are safe and secure from the threat of the COVID-19 while continuously providing quality public service to the Filipino people.

Further, the PRA Mental Health and Wellness Program was adopted and approved by the PRA Board on December 14, 2021. Said program is part of PRA's commitment to the well-being of its employees by ensuring that mental health is valued, promoted and protected; mental health conditions are treated and prevented; such health services are free from coercion and accountable to the service users; and employees affected by mental health conditions are able to exercise the full range of human rights, and participate fully and productively at work, free from stigmatization and discrimination.

The PRA COVID19 Pandemic Response Team (PC-PRT) was created to serve as the focal team responsible for the creation and enforcement of the PRA Workplace Handbook on COIVD 19 Management and Prevention. The Handbook was approved on 08 July 2021 by the PRA Board of Directors under Resolution No. 5356, Series of 2021 as amended. Said Handbook provided guidelines and protocols when physically reporting to the office, alternative work arrangement for employees, protocols for contact tracing, isolation and quarantine, and tesing, maintaining health and safety, and other assistance for the employees in order to protect their health and safety during the pandemic.

To ensure employee health and safety, strict contact tracing mechanisms were put in place. COVID-19 care kits were provided to employees who contracted COVID-19. Free RT-PCR testing were made available to employees in partnership with Red Cross. Data on these initiatives and employee assistance were provided in the disclosure.

7) Personal protective equipment such as face masks, face shields, consumables such as alcohol and paper towels were distributed to employees on a regular basis;
8) Free Influenza and Pneumococcal vaccines were likewise provided to the employees.

The PRA established a partnership with the Development Academy of the Philippines (DAP) since 2016 for the PRA’s transition to a competency-based Human Resource Management and Development System. The PRA Individual Strategic Engagement Development and Activation Program (PRAISE) aims to fully install PRA’s competency framework for employees’ exemplary performance into the Agency’s human resources system.

In 2021, units/offices were mobilized to conduct their respective Learning and Development planning, following the guidelines set forth in the PRA Individual Strategic Engagement Program (PRAISE) Manual. Crafting of the Individual Development Plans (IDP) also commenced to address the competency gaps and improve the competency levels of the employees in the core, leadership, and technical competency areas. The PRA Code of Ethics describes the norms of conduct, policies, implementation process, monitoring and conduct of every employee, duties of officials and employees, prohibited acts, and penalties, which should be strictly observed. PRA also adheres to CSC rules and regulations on proper norms and conduct of a civil servant.

The coverage, as stipulated in Section 1 of the Code, states that "This Code of Conduct and Ethics shall apply to the Board of Directors, officers and employees of PRA whether appointed by the President of the Philippines, regular, permanent, temporary, contractual, co-terminous or casual employees". For any breach, violation, or commission of prohibited acts under the Code, approperiate penalties in accordance with the rules and procedures on administrative abd/or civil cases promulgated by the appropriate oversight and quasi-judicial agencies shall apply, as stipulated in Section 10 thereof.

    It is clearly stated in the Agency’s Mission statement that reclamation projects shall be undertaken in an environmentally sustainable manner consistent with public interest. Just like any other project, the acceptance of reclamation proposals are decided according to the outcome of a cost vs benefit analysis whereby the project proceeds when the benefit outweighs the cost EXCEPT when the costs will be environmental degradation and imminent danger to people’s lives. In such case, no amount of financial or economic gain can justify the project. PRA strictly observes the outcome of an Environmental Impact Assessment before approving any project. Stakeholders of Tacloban City – Palo Project:

Communication through stakeholder consultations and dialogues was conducted periodically for updates on the progress of the project. Leadership Towards Establishment of Mangroves and Beach Forest:

PRA's commitment to its stakeholders largely involves the latter's participation in the environmentally friendly value chain.

Community nurseries in Brgys. New Kawayan and San Isidro were established after the successful implementation of planting activities of beach forest in the said pilot areas. Local partners selected the community nursery for their livelihood to supply the demand for the One Resilient Team Project and other similar undertakings in the region. The nursery in Nula Tula has sustained operation by the local community partners.

The establishment of these projects aims to assist the local communities for sustainable livelihood and at the same time ensuring that the beach forest and mangroves are maintained.

Internal Environment-Friendly Initiatives:

PRA makes and executes cost-cutting plans and actions to save the environment. Likewise, PRA employees were enjoined to participate in clean up drives in the LPPCHEA.

    "Environment

    It is clearly stated in the Agency’s Mission statement that reclamation projects shall be undertaken in an environmentally sustainable manner consistent with public interest. Just like any other project, the acceptance of reclamation proposals are decided according to the outcome of a cost vs benefit analysis whereby the project proceeds when the benefit outweighs the cost EXCEPT when the costs will be environmental degradation and imminent danger to people’s lives. In such case, no amount of financial or economic gain can justify the project. PRA strictly observes the outcome of an Environmental Impact Assessment before approving any project. In the course of project implementation, environmentally sustainable innovations and disaster risk reduction components are integrated through hard and soft engineering.

As part of its commitment in promoting the health and safety of its stakeholders, PRA implemented programs and activities promoting their well-being which are likewise in line with the agency's projects.

Relocation & Community Development:

The PRA allocates material and human resources to initiate or enhance community projects primarily for settlements affected by reclamation programs as part of its mandate and as an expression of its corporate social responsibility.

Socialized Housing:

2.3 hectares of land owned by PRA and the Toll Regulatory Board were awarded to one hundred twenty-three (123) beneficiaries from Brgy. Don Galo i Paranaque City as socialized housing under the Direct Award Scheme of the National Housing Authority.

Coastal Protection Project:

With the aim of rehabilitating Typhoon Haiyan (Yolanda) stricken areas, PRA continued its “One Resilient Team: Tacloban Project” spearheading coastal protection initiatives in the Cities of Tacloban and Palo including beach forest rehabilitation, mangrove reforestation and livelihood assistance. This project paved way for the beneficiaries to craft their respective Barangay Disaster Risk Reduction Management Plans. Initiatives to extend and broaden the scope of the project to other vulnerable areas were also commenced, particularly in Bislig City and Surigao City.

b. Interaction with the communities

Public Consultations for PRA Policies:
The PRA is committed to establishing laws and regulations which promotes inclusivity by educating the public about reclamation and integrating their views in reclamation activities.
Public Consultation was conducted relative to the drafting of the Implementing Rules and Regulations of the E.O. 74, which was attended by 150 participants from National Government Agencies, Local Government Units, and private sector, to objectively accept constructive inputs and broaden PRA considerations in regulating reclamation activities.

Stakeholders’ Participation in Coastal Protection Projects:

The PRA’s Coastal Protection Strategy for Tacloban City and Palo is an inclusive and community effort project with the beneficiaries/stakeholders’ significant participation in the project’s completion. The coastal protection plan was formed through the data gathered from the local government’s technical personnel, consultations and dialogues with the community stakeholders, and workshops with the beneficiaries as part of the preparation of the final project report.

c. Environmentally-friendly value chain

Compliance with Environmental Laws:

PRA strongly adheres to environmental laws by requiring Environmental Compliance Certificate (ECC) compliance prior to the start of any reclamation projects. PRA continued monitoring the proponents’ compliance to the ECC, and participated as resource persons to the Environmental Impact Assessment made by said proponents.

Sustainability of the Mangroves and Beach Forest Plantations in Tacloban City:

After the success of the mangrove reforestation initiative in Brgy. Nula-Tula Tacloban City with an output of 2,500 pieces of mangroves planted, and the beach forest rehabilitation in Brgys. New Kawayan and San Isidro Tacloban City with an output of 10,000 beach forest trees planted, the PRA continued to assess the project sites and recorded above average survival rates.

The mangrove reforestation yielded 90%-96% survival rate, while the beach forest rehabilitation yielded 80%-85% survival rate. Interventions were undertaken with the local government of Tacloban City to maintain the plantations. PRA is committed to monitor the said plantation sites until year 2020.

An annual performance assessment was conducted among the members of the Board last December 27, 2019.

The PRA Board Performance Assessment was developed to enhance the Board's professionalism, which also serves as a useful incentive for the board members to devote sufficient time and effort to their duties. The performance assessment is also used as a reference in the recommendation of continuing education and training programs for the Board members.

The Performance Assessment is conducted annually among the Board and Board-level Committees as a collegial bodies, as well as among the members as individual members of the Board.

The results of the performance assessments are evaluated and deliberated upon annually by the Corporate Governance Committee in a duly constituted meeting.

The Criteria used in the Performance Assessment of the Board is as follows:
