The Corporate Governance Scorecard (CGS) is a corporate governance rating system designed to raise the standards of corporate governance practices of the GOCCs to be at par with the ASEAN state-owned enterprises. It is a list of questions used to rate a GOCC's governance policies and practices on the basis of the three (3) OECD Principles of Corporate Governance for State-Owned Enterprises.

In accordance with the PRA Quality Policy, the Agency is committed to provide quality public service in the performance of its mandates. The PRA QMS Manual integrates the needs and expectation of the Agency’s relevant interested parties as a source of information in its planning process and strategy formulation. The matrix of needs and expectations of identified relevant interested parties is used as basis to improve PRA's products and services and increase stakeholder satisfaction.

The PRA also developed its SEMP to determine the stakeholders' concerns, issues and feedback and integrate them into PRA's decision-making process. The grievance mechanism institutionalized by the SEMP seeks to address the concern or complaint raised by those affected by the projects and policies of the PRA.In addition to the SEMP's grievance mechanism, the PRA also developed and institutionalized its Feedback and Complaints Mechanism under its Citizen's Charter, detailing the procedures on filing complaints and providing feedbacks for the Agency's government services.

It is also stated in the PRA's Manual of Corporate Governance to ensure fair treatment of stakeholders and to strengthen PRA’s relations with them.

The PRA CSR Statement provides the basis of the acceptance of reclamation proposals with significant value on its environmental impact, environmental sustainability, and disaster risk reduction components. It affirms that its operations and programs inherently affects not only the environemnt but also the lives and welfare of involved communities. It stipulates that the PRA allocates material and human resources to initiate or enhance community projects primarily for settlements affected by reclamation programs. To achieve inclusive growth, the PRA is committed to establishing an institutional mechanism for educating the public about reclamation and integrating their views in reclamation activities

The PRA CSR statement is stipulated and affirmed in the PRA's Manual of Corporate Governance. The GOCC must clearly identify its policy on 1) keeping its value chain environmentally friendly or 2) promoting sustainable development./span>

The identified policy must not only show how the GOCC complies with existing environmental regulations but should also show how it employs value processes that reduce waste and damage to the environment. The policy should also not be ambiguous and should include its princples and guidelines.

The PRA CSR Statement provides the basis of the acceptance of reclamation proposals with significant value on its environmental impact, environmental sustainability, and disaster risk reduction components. It affirms that its operations and programs affect the environment and that reclamation projects shall be undertaken in an environmentally sustainable manner consistent with public interest. The acceptance of reclamation proposals are decided according to the outcome of a cost vs benefit analysis whereby the project proceeds when the benefit outweighs the cost except when the costs will be environmental degradation and imminent danger to people’s lives. PRA strictly observes the outcome of an Environmental Impact Assessment before approving any project. In the course of project implementation, environmentally sustainable innovations and disaster risk reduction components are integrated through hard and soft engineering.

PRA’s Mission and Vision Statements provides emphasis on the environmental sustainability by creating well-planned, environmentally resilient and sustainable reclaimed lands and efficiently developed and managed public estates.

The PRA also issued the following policies to strengthen its objective towards a sustainable and resilient land reclamation and development projects:

1) Administrative Order No. 2021-02, or the "Policy and Guidelines Governing The Social Environment Fund (SEF) Collected From Reclamation Projects", published and effective on June 18, 2021. The policy provided concrete guidelines on setting up environmental fund to be used for any nvironmental and socio-economic enhancement purposes related to reclamation projects or coastal protection initiatives. In general, the funds shall be used for activities contributing to natural resources management, preservation, protection, and enhancement of the environment, related researches, studies, and trainings, incentive measures provided for environmental legislation, and other activities deemed useful for the protection of the environment.

2) Administrative Order No. 2022-01, or the "Guidelines for Environmental Compliance Monitoring by PRA of Approved Reclamation Porjects, Reclamation Components of Infrastructure Projects, and Infrastructure Development of Pre-Approved Reclaimed Lands", was published and became effective on November 11, 2022. The policy provided guidelines to project proponents on the compliances and procedures regarding PRA's monitoring of the environmental aspect of the proposed projects.

PRA commits the promotion of health, safety and welfare of its stakeholders through the following activities:

Initiatives for Road Repair and Rehabilitation for Convenience of the Motoring Public:

PRA continuously performs the necessary actions towards the maintenance and timely repair of PRA roads for the benefit of its motoring public/stakeholders. In 2022, PRA awarded to E.H. Sison Engineers, Co. the consultancy services for the formulation of the Detailed Engineering Design (DED) for the rehabilitation and construction of PRA roads along Asean Avenue, Pres. Diosdado Macapagal Blvd. (PDMB), and Diokno Blvd. PRA likewise monitors the asphalt overlay project in PDMB and Baclaran Redemptorist Channel which started on April 18, 2022 and was completed on November 22, 2022. Further, PRA also continuously monitors the progress of the rehabilitation project on Diokno-Libertad bridge which started in December 2022.

Interaction with the LGUs of Northern Samar for the Formulation of Coastal Management Strategy Roadmap:
Pursuant to PRA's Mission and Vision and CSR Statements, PRA integrates disaster risk reduction through hard and soft engineering as components of its annual and continuing initatives with and for vulnerable coastal communities. In 2022, PRA’s assistance in the formulation of Coastal Protection/Management Strategies (CPMS) by LGUs, continues to be implemented in other priority areas that are most vulnerable to the impacts of climate change. On July 12-15, 2022, PRA representatives conducted an ocular in Catarman, Allen, and Laoang, Northern Samar to personally seek the LGU’s favor regarding the proposed collaboration.

Interaction with Communities in the Province of Cavite for the Social Development and Management Program (SDMP):
The SDMP is a five-year program that ensures that the Agency's operations bring sustained economic and social benefits to its host communities and enhance their living standards. In 2022, several groundwork activities were conducted in the implementation of the SDMP, with target communities in the province of Cavite. Some of these activities are as follows:
1) Profiling of baranggay captains and fisherfolk leaders in Tanza on April 12, 2022
2) Consultation with stakeholders in Naic and Tanza on May 19-20, 2022
3) Consultation with stakeholders in Ternate and Maragondon on June 17, 2022
4) Distribution of sacks of rice to fisherfolks and associations in Tanza and Naic on September 12-17, 2022
5) Distribution of tonner bags as temporary coatsal protection in Tanza on September 14, 2022
6) Distribution by the PRA GAD of 3,250 packs of hygiene kits and medicines to fisherfolks in Tanza on September 17, 2022
6) Distribution of relief assistance in Naic and Ternate on December 20, 2022
7) Participation in socio-cultural activities and provision of various appliances in Ternate on December 27, 2022

Environmentally Resilient and Sustainable Projects:
Pursuant to the PRA's Mission and Vision and CSR Statements, PRA places significant value on the environmental impact and environmental sustainability, of any project. This is realized by requiring Environmental Compliance Certificate (ECC) compliance prior the start of any reclamation projects. PRA continued monitoring the proponents’ compliance to the ECC conditions by participating as resource person and regular member of the Multi-Partite Monitoring Teams (MMT). The PRA participated in the MMT activity on April 11, 2022.

Promotion and Integration of Coastal Protection Strategy in Vulnerable Areas:
Pursuant to PRA's Mission and Vision and CSR Statements, PRA integrates disaster risk reduction through hard and soft engineering as components of its annual and continuing initatives with and for vulnerable coastal communities.In 2022, PRA’s assistance in the formulation of Coastal Protection/Management Strategies (CPMS) by LGUs, continues to be implemented in other priority areas that are most vulnerable to the impacts of climate change. Coastal Clean-Up:
Part of PRA's commitment to its CSR statement, coastal defense strategy, management, and protection, is its active involvement in coastal clean-up activities conducted on June 25, 2022 and September 17, 2022 along the coastlines in Paranaque, Las Pinas, and Tanza. Through these activities, PRA promotes environmental consciousness and mitigation of environmental concerns as one of its many contributions in nation-building and development.

The PRA has a separate CSR section in its website. CSR-related data and information are also disclosed and integrated in the Quality Management System (QMS) Manual and Stakeholders Engagement and Management Plan (SEMP).

The Stakeholder Map, as reflected in the PRA's SEMP, lays out the identified PRA stakeholders with their corresponding designation as either possessing high or low power to affect the pulic perception of PRA and its projects, and either indicating high or low support in the PRA's projects. Said mapping was formulated based on these stakeholders' perception and issues raised before the Agency. With the said stakeholders' map, the PRA identified various stakeholders' engagement strategies in order to mitigate or address their issues and concerns against the PRA and its projects, and/or increase stakeholder support towards PRA and its projects. These strategies eventually formed part of the PRA's charter statement and performance scorecard for CY 2022 where one of the strategic objective was to "increase support of stakeholders, address concerns of affected communities and gain social acceptance of development projects".

Among the 2022 activities conducted as part of the PRA's strategy in addressing stakeholder concerns include conducting stakeholder consultations and profiling and data collections from various communities, mostly in LGUs of Province of Cavite as part of PRA's plans and programs in the implementation of the PRA SDMP, and monitoring and review of compliance with Environmental Compliance Certificate conditons by project proponents.

The PRA maintains the implementation of the PEA – Program on Awards and Incentives for Service Excellence (PEA-PRAISE), PRA Employee’s Manual and the Grievance Mechanism. These policies and protocols aim to guarantee a fair and safe working environment, encourage participation in the Agency's health and wellness programs, promotoe corporate activities for employees and camaraderie building, and encourage creativity and innovativeness in the corporate culture.

The PRA also implements the following policies for employee health and safety:
1) PRA Workplace Handbook on COVID19 Management and Prevention - compiles the essential information based on important issuances on COVID-19 prevention and

The GOCC must publish data related to health, safety and welfare of its employees such as, but not limited to, absenteeism and occupational injuries/diseases.

The PRA COVID19 Pandemic Response Team (PC-PRT) was created to serve as the focal team responsible for the creation and enforcement of the PRA Workplace Handbook on COVID 19 Management and Prevention. Said Handbook provides the guidelines and protocols when physically reporting to the office, alternative work arrangement for employees, protocols for contact tracing, isolation and quarantine, and testing, maintaining health and safety, and other assistance for the employees in order to protect their health and safety during the pandemic.

To ensure employee health and safety and improve the employees' overall health, immunity, and protection, PRA provided Influenza and Pneumonia Vaccination among its employees on November 21, 24, and 25, 2022, conducted by Pharma Quest Co. A total of 237 employees availed the vaccination. Moreover, PRA provided various trainings for its safety officers/personnel for Occupational Health and Safety on August 8-12, 2022, September 19-20 and 26-30, 2022, and November 21-25, 2022.

The PRA established a partnership with the Development Academy of the Philippines (DAP) since 2016 for the PRA’s transition to a competency-based Human Resource Management and Development System. The PRA Individual Strategic Engagement Development and Activation Program (PRAISE) aims to fully install PRA’s competency framework for employees’ exemplary performance into the Agency’s human resources system.

In 2022, units/offices were mobilized to conduct their respective Learning and Development planning, following the guidelines set forth in the PRA Individual Strategic Engagement Program (PRAISE) Manual. Crafting of the Individual Development Plans (IDP) also commenced to address the competency gaps and improve the competency levels of the employees in the core, leadership, and technical competency areas. A number of trainings were attended by the PRA employees responsive to their individual competency needs.

Leadership Towards Establishment of Mangroves and Beach Forest:

PRA's commitment to its stakeholders largely involves the latter's participation in the environmentally friendly value chain.

Community nurseries in Brgys. New Kawayan and San Isidro were established after the successful implementation of planting activities of beach forest in the said pilot areas. Local partners selected the community nursery for their livelihood to supply the demand for the One Resilient Team Project and other similar undertakings in the region. The nursery in Nula Tula has sustained operation by the local community partners.

The establishment of these projects aims to assist the local communities for sustainable livelihood and at the same time ensuring that the beach forest and mangroves are maintained.

Coastal Protection Project:

With the aim of rehabilitating Typhoon Haiyan (Yolanda) stricken areas, PRA continued its “One Resilient Team: Tacloban Project” spearheading coastal protection initiatives in the Cities of Tacloban and Palo including beach forest rehabilitation, mangrove reforestation and livelihood assistance. This project paved way for the beneficiaries to craft their respective Barangay Disaster Risk Reduction Management Plans. Public Consultations for PRA Policies:
The PRA is committed to establishing laws and regulations which promotes inclusivity by educating the public about reclamation and integrating their views in reclamation activities.
Public Consultation was conducted relative to the drafting of the Implementing Rules and Regulations of the E.O. 74, which was attended by 150 participants from National Government Agencies, Local Government Units, and private sector, to objectively accept constructive inputs and broaden PRA considerations in regulating reclamation activities.

Stakeholders’ Participation in Coastal Protection Projects:

The PRA’s Coastal Protection Strategy for Tacloban City and Palo is an inclusive and community effort project with the beneficiaries/stakeholders’ significant participation in the project’s completion. PRA strongly adheres to environmental laws by requiring Environmental Compliance Certificate (ECC) compliance prior to the start of any reclamation projects. PRA continued monitoring the proponents’ compliance to the ECC, and participated as resource persons to the Environmental Impact Assessment made by said proponents.

Sustainability of the Mangroves and Beach Forest Plantations in Tacloban City:

After the success of the mangrove reforestation initiative in Brgy. Nula-Tula Tacloban City with an output of 2,500 pieces of mangroves planted, and the beach forest rehabilitation in Brgys. New Kawayan and San Isidro Tacloban City with an output of 10,000 beach forest trees planted, the PRA continued to assess the project sites and recorded above average survival rates.

The mangrove reforestation yielded 90%-96% survival rate, while the beach forest rehabilitation yielded 80%-85% survival rate. Interventions were undertaken with the local government of Tacloban City to maintain the plantations. PRA is committed to monitor the said plantation sites until year 2020.

Internal Environment-Friendly Initiatives:

The PRA office continues to adhere to the Cost-Cutting Measures implemented to help save the environment. Likewise, PRA employees actively participated in the coastal clean-up drives in the Freedom Island Coastal Road in Paranaque City.

As an evolving organization devoted to its vision of excellence, the PRA human resources have always been steadfast in their pursuit of success. Policies and programs are implemented to guarantee a fair and safe working environment to all employees.

Personnel are encouraged to participate in the Agency’s health and wellness programs which include Zumba activities, bowling tournaments, GCAA sports competition, and Fun Run activities.

The PRA were also equipped in emergency situations by participating in city-wide earthquake drills and by being provided with Emergency Go-Bags.

PRA puts great value in the development of its employees’ competencies. With the technical assistance of the Development Academy of the Philippines, the PRA commenced its Individual Strategic Engagement Project which aimed to develop employees’ competency assessment tool. The PRA Board Performance Assessment was developed to enhance the Board's professionalism, which also serves as a useful incentive for the board members to devote sufficient time and effort to their duties. The performance assessment is also used as a reference in the recommendation of continuing education and training programs for the Board members.

The Performance Assessment is conducted annually among the Board and Board-level Committees as a collegial bodies, as well as among the members as individual members of the Board.

The results of the performance assessments are evaluated and deliberated upon annually by the Corporate Governance Committee in a duly constituted meeting.
