The Corporate Governance Scorecard (CGS) is a corporate governance rating system designed to raise the standards of corporate governance practices of the GOCCs to be at par with the ASEAN state-owned enterprises. It is a list of questions used to rate a GOCC’s governance policies and practices on the basis of the three (3) OECD Principles of Corporate Governance for State-Owned Enterprises.

Additionally, the PRA complies with CSC rules and regulations governing the proper conduct of civil servants. To reinforce adherence to the Code of Ethics, the PRA issued the No Gift Policy, which underscores the policies declared in the Code of Ethics. The PRA No Gift Policy, along with other relevant laws and issuances from various agencies, is also accessible to all employees via the PRA’s Employees Hub. Further, pursuant to PRA Board Resolution No. 5826, s. 2023, the Statement of Assets, Liabilities, and Net Worth (SALN) is a required disclosure by officials and employees, including their spouses and dependent children under 18, detailing all assets, liabilities, business interests, and financial connections, with gifts and inheritances listed at fair market value. Mandated by the 1987 Constitution and Republic Act No. 6713, with guidelines set by Civil Service Commission Memorandum Circular No. 03, series of 2015, SALNs must be submitted to the Civil Service Commission by June 30 each year, including a waiver for Ombudsman access to relevant documents.
