Merville, Pasay – Traffic build-up in the major thoroughfares of Metro Manila decongests as Philippine Reclamation Authority (PRA) and its joint venture partner Cavitex Infrastructure Corporation (CIC), a subsidiary of Metro Pacific Toll Corporation (MPTC), opened to motorists on July 23, 2019 a segment of its C5 South Link Expressway, a 2.2-kilometer flyover traversing Taguig and Paranaque. The C5 South Link expressway of the Manila-Cavite Toll Expressway Project (MCTEP) consists of 7.7 km road that connects CAVITEX to the C5 Road linking Cavite, Las Pinas and Paranaque with Taguig, Pasig and all the way to Quezon City passing over the South Luzon Expressway.
The Php 1.6-billion flyover is now accessible to vehicles plying between Fort Bonifacio, C.P. Garcia (C5), Taguig City, Parañaque City, Las Piñas City and Pasay City. The alignment features the bridge that crosses Metro Manila Skyway (at-grade) and South Luzon Expressway (SLEX). Vehicular traffic is expected to be diverted from Sales interchange near Villamor Airbase. This will decongest SLEX East, West Service Roads and EDSA.
With the current partnership between the Philippine government through the Toll Regulatory Board (TRB) and PRA and its subsidiary PEATC, and the participation of CIC as joint venture partner, the completion of the C5 South Link Expressway demonstrates the technical and commercial feasibility of implementing a public-private undertaking by maximizing the efforts of the participating entities in the project and putting those efforts to productive use. It also provides an opportunity for both PRA/PEATC and MPTC/CIC to showcase their expertise in toll road development, operation and maintenance.
DPWH Secretary Mark Villar together with MPTC and CIC executives and officials from TRB and Assistant General Manager for Technical Service and Land Development and Construction Management Department of the PRA, Atty. Joselito D. Gonzales, led the inauguration ceremony of the flyover in Merville, Pasay City.
“I am always in awe of engineering marvels that give solution to everyday problems. Like this flyover crossing over SLEX and Skyway, this is a vital part of this project which will cut travel time in half from the usual 1.5 hours spent to cross from Villamor Airbase, Pasay area to Taguig City. With 3 lanes in each direction of this flyover, the projected 8,000 vehicles will definitely feel the ease when we open at 8:00PM sharp tonight.” announced Secretary Villar.
DPWH fully supports the project and is now looking forward to the opening of another segment. “We are committed to pursuing the completion of the remaining sections of the Cavitex C5 Link expressway under the Build! Build! Build! Program of the President,” reassured Secretary Villar.
PRA General Manager Atty. Janilo E. Rubiato said that “as a grantee of the franchise to operate the MCTEP, the PRA will continue to contribute to President Duterte’s aggressive infrastructure initiatives and the expansion programs of its joint venture partner CIC.”
PRA’s Atty. Gonzales adds: “The C5 South Link has been described as the missing link of the Metro Manila road network system as it will serve as the completion of Circumferential Road No. 5 through the southern parts of Metro Manila. It will effectively become both a decongestion transportation facility and a catalyst for increased economic activity as it will enhance accessibility of the coastal areas of Cavite, Las Pinas and Paranaque to and from the central and northern portions of Metro Manila. With the forthcoming completion likewise of the Cavite-Laguna Expressway or CALAEX which will also link up with CAVITEX, the public can look forward to a fast, seamless, convenient and efficient road travel experience literally from northern Metro Manila to the Southern corridors of Cavite and Laguna.”
CIC President Roberto V. Bontia foresees Cavitex C5 Link Expressway to be the lead serving thoroughfare to about 50,000 vehicles daily and experience the ease of travelling to south of the metro from Paranaque Toll Plaza to C5 in Taguig City in under ten minutes. “We take small but sure steps at a time, today we open our flyover, the construction of the next 2.1 km section between Merville and Sucat, Las Piñas City will soon start, and eventually connect to the Paranaque side of Cavitex by 2022.”
The use of the opened segment of the C5 South Link is free to motorists until the TRB approves the applicable toll rates.
