INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

SUPPLY AND DELIVERY OF DESKTOP AND LAPTOP COMPUTERS (PBGOODS-17-OOl)

  1. The Philippine Reclamation Authority (PRA), through its 2017 Corporate Operating Budget, will be accepting bids for the Supply and Delivery of Desktop and Laptop Computers (PBGOODS-17- 001). The Approved Budget for the Contract (ABC) is Five Million Two Hundred Seventy Eight Thousand Six Hundred Pesos and 00/100 (Php 5,278,600.00).

  2. The PRA now invites bids from eligible bidders for the purpose of providing seventy six (76) desktops and ten (10) laptops at the principal office of PRA. Delivery of the Goods is required within forty-five (45) calendar days from receipt of Notice to Proceed. Bidders should have completed, within the last three (3) .years from the date of submission and receipt of bids, a contract similar to the Contract at hand. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders. Bids received in excess of the ABC shall be automatically rejected at bid opening.

  3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.

    Bidding is restricted to Filipino citizens/sole proprietorship, partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183.

  4. Interested bidders may obtain further information from the Bids and Awards Committee (BAC) Secretariat and inspect the Bidding Documents at 7th Floor, Legaspi Towers 200, Paseo de Roxas, Makati City from Monday to Friday at 8:00 a.m. to 5:00 p.m. starting December 22, 2017.

    A complete set of Bidding Documents may be purchased by interested Bidders on December 22, 2017 to February 07, 2018, upon payment in cash of non-refundable fee in the amount of Php5,000.00.

    It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of PRA, provided that Bidders shall pay the non- refundable fee for the Bidding Documents not later than the submission of their bids.

  5. The PRA will hold a Pre-Bid Conference at 10:00 a.m. on January 24, 2018 at the PRA Conference Room, 6th Floor, Legaspi Towers 200, Paseo de Roxas, Makati City, which shall be open to all interested parties.

  6. Bids must be duly received by the BAC Secretariat at 7th Floor Legaspi Towers 200, Paseo de Roxas, Makati City on or before February 07, 2018 at 9:30 AM. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.

    Bid opening shall be on February 07, 2018, 10:00 AM at 6th Floor Legaspi Towers 200, Paseo de Roxas, Makati City. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the said address. Late bids shall not be accepted.

    The PRA reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
