The Corporate Governance Scorecard (CGS) is a corporate governance rating system designed to raise the standards of corporate governance practices of the GOCCs to be at par with the ASEAN state-owned enterprises. It is a list of questions used to rate a GOCC's governance policies and practices on the basis of the three (3) OECD Principles of Corporate Governance for State-Owned Enterprises.

The PRA has identified its stakeholders and documented the same in the PRA Quality Management System (QMS) Manual and PRA Stakeholder Engagement and Management Plan (SEMP).

The PRA QMS Manual lays out the standard process of integrating the needs and expectation of the Agency’s relevant interested parties in its sources of inputs for the planning process and strategy formulation. The matrix of needs and expectations of identified relevant interested parties is used as basis to improve the products and services and increase stakeholder satisfaction. In accordance with the PRA Quality Policy, the Agency is committed to provide quality public service in the performance of its mandates.

The PRA also developed its SEMP to determine the stakeholders' concerns, issues and feedback and integrate them into PRA's decision-making process. The grievance mechanism institutionalized by the SEMP seeks to address the concern or complaint raised by those affected by the projects and policies of the PRA.

It is also stated in the PRA's Manual of Corporate Governance to ensure fair treatment of stakeholders and to strengthen PRA’s relations with them.

The PRA CSR Statement provides the basis of the acceptance of reclamation proposals with significant value on its environmental impact, environmental sustainability, and disaster risk reduction components. It affirms that its operations and programs inherently affects not only the environemnt but also the lives and welfare of involved communities. It stipulates that the PRA allocates material and human resources to initiate or enhance community projects primarily for settlements affected by reclamation programs. To achieve inclusive growth, the PRA is committed to establishing an institutional mechanism for educating the public about reclamation and integrating their views in reclamation activities

The PRA CSR statement is stipulated and affirmed in the PRA's Manual of Corporate Governance. The PRA CSR Statement provides the basis of the acceptance of reclamation proposals with significant value on its environmental impact, environmental sustainability, and disaster risk reduction components. It affirms that its operations and programs affect the environment and that reclamation projects shall be undertaken in an environmentally sustainable manner consistent with public interest. The acceptance of reclamation proposals are decided according to the outcome of a cost vs benefit analysis whereby the project proceeds when the benefit outweighs the cost except when the costs will be environmental degradation and imminent danger to people’s lives. PRA strictly observes the outcome of an Environmental Impact Assessment before approving any project. In the course of project implementation, environmentally sustainable innovations and disaster risk reduction components are integrated through hard and soft engineering.

PRA’s Mission and Vision Statements provides emphasis on the environmental sustainability by creating well-planned environmentally sustainable reclaimed lands and the promotion of coastal resilience.

The PRA also issued a number of policies promotion environmentally sustainable value chain and sustainable development, as follows:

PRA commits the promotion of health, safety and welfare of its stakeholders through the following activities:

Immediate Road Repair for the Motoring Public Convenience in PRA Roads:
In light of the hazards and inconvenience posed to the stakeholders and motoring public by damaged pavements, The PRA, with the assistance of the DPWH Central Office and DPWHNCR, completed its immediate repair works in CBP-IA roads in Paranaque City on November 11, 2020, in response to the need to prevent continuous deterioration of the said pavements brought about by the rainy weather conditions and continuous passage of vehicles.

Complimentary Passage for Healthcare Workers and Emergency Vehicles:
Starting June 2020, the PRA extended complementary passage on the toll roads of CAVITEX to the medical practitioners and to the DOTr buses used to transport healthcare workers, with the aim of providing continuous and smooth passage of emergency vehicles and healthcare workers. RFID stickers were also given to ambulances and other emergency vehicles of the local government units and host barangays.

Support to Philippine Navy During ECQ:
In support to the Philippine Navy in the exercise of checkpoint operations at the boarders of Metro Manila and the Province of Cavite during the implementation of the ECQ, the PRA accommodated four (4) squad tents of the Philippine Navy’s Naval Task Force 83 at the PEA Tollway Corporation (PEATC) Compound in Paranaque City from 8 May 2020 until 31 May 2020

PRA Volunteers in Mega Swabbing Centers:
In response to the Memorandum from Executive Secretary calling for government personnel to assist in mega swabbing centers in the Philippines, the PRA submitted a list of nine volunteers, where four (4) PRA volunteer employees were selected to form part of the national government volunteers for the mega swabbing activities. These employees served and manned the operations of the Philippine Arena Mega Swabbing Center

Issuance of Advisories and Safety Protocols for Stakeholders:
The PRA issued series of advisories to its stakeholders regarding the processes, protocols and precautionary measures being implemented in its transactions and within the PRA premises upon the Management's adoption of the PRA’s Sanitation and Hygiene Protocols and Guidelines for the new normal at work on May 11, 2020. Among its objectives is the adoption and establishment of the minimum health standards set by the DOH in the PRA workplace to minimize health risks within and among the PRA employees and stakeholders.

Interaction with Stakeholders in the Formulation of Coastal Protection Masterplans for Vulnerable Areas:
The PRA’s Coastal Protection Strategy for vulnerable areas is a continuing initiative and proceeded through 2020. It is an inclusive and community effort project with the beneficiaries/stakeholders’ significant participation in the project’s completion. The coastal protection plan is formed through the data gathered from the local government’s technical personnel, consultations and dialogues with the community stakeholders, and workshops with the beneficiaries as part of the preparation of the final project report. On January 16, 2020, the Coastal Protection Master Plan for Surigao City was adopted by the LGU after PRA's presentation of the same to the LGU, Dutch Expert, Dutch Embassy, DENR CARAGA, PENRO-Surigao del Sur and Surigao del Norte, NEDA, DPWH, DILG CARAGA, and CCC. The LGU is the 4th area that the PRA has partnered with in its coastal protection inititives.

The PRA also commenced interaction with the LGU and beneficiaries of Virac and Baras in Catanduanes as its next priority areas to partner with for coastal protection initiatives. The Expression of Collaboration (EOC) for the formulation of a Coastal Management Strategy with Baras LGU was formalized on 02 December 2020.

GAD Livelihood Program:
The PRA Gender and Development (GAD) conducted its livelihood training program on December 14 – 18, 2020 for families residing along the land strips of Brgy. La Huerta and Brgy. San Dionisio in Parañaque City.The training program was conceptualized to alleviate the economic situation of the people in the barangays by providing them alternative livelihood projects that they can engage in.

Well-Planned Environmentally Sustainable Projects:
PRA strongly adheres to environmental laws by requiring Environmental Compliance Certificate (ECC) compliance prior to the start of any reclamation projects. PRA continued monitoring the proponents’ compliance to the ECC by participation as member of Multi-Partite Monitoring Teams (MMT) mandated to monitor compliance by project proponents with the conditions under the ECC and other environmental laws.

Series of MMT activities were conducted virtually from July 2020 to December 2020.

Promotion of Coastal Resilience:
Upon the PRA Board's approval of ten (10) vulnerables areas, the PRA continued its initiatives for coastal protection and resilience in 2020 by completing the project for Coastal Protection Dtrategy for the Cities of Surigao. The PRA likewise commenced preliminary activities and formalization of partnership with the Municipalities of Bislig and Virac and Baras in Catanduanes as the next priority LGU for the initiative.

The PRA has a separate CSR section in its website. CSR-related data and information are also disclosed and integrated in the QMS Manual and SEMP. In the SEMP, the PRA laid out its engagement strategies towards various stakeholders in addressing their issues. As part of its strategy, the Agency is likewise keen on monitoring related media releases and news articles as a source of feedback from the public in order to gauge the public's perception of the Agency and its projects. Information from past activities (i.e. dialogue with stakeholders through public consultations) also forms part of PRA's reference in formulating strategies towards addressing stakeholders' concerns. These strategies eventually formed part of the PRA's charter statement and performance scorecard for CY 2020 where one of the strategic objective was to "increase support of stakeholders, address concerns of affected communities and gain social acceptance of development projects".

Among the activities conducted as part of the PRA's strategy in addressing stakeholder concerns are holding of livelihood trainings and seminars for communities, systematizing documentation of media releases, active participation of PRA as member of Multipartite Monitoring Teams to secure that environmental aspect of the reclamation projects are in accordance with the laws, active partnership with LGUs in the promotion of coastal resilience trhough strategy formulation.

The PRA maintains the implementation of the PEA – Program on Awards and Incentives for Service Excellence (PEA-PRAISE), PRA Employee’s Manual and the Grievance Mechanism. The PRA places paramount importance on the safety and security of its employees and their families especially during the pandemic. In 2020, activitites and initiatives for the health and safety of employees were focused on ensuring that they are safeguarded from the threat of COVID-19 and that the employees maintain a healthy mindset during the health crisis.

To aid in the travel of employees going to and from the work premises and to ensure that they incur limited exposure to public areas, transport services were provided to employees without their own vehicles. The PRA also procured thermal scanners, foot bath and UV disinfection equipment utilized in the enforcement of COVID-19 screening process. Personal protective equipment such as face masks, face shields and consumables such as alcohol and paper towels were likewise procured and distributed to all personnel. The PRA Board likewise approved the implementation of the budget for the flu and pneumonia vaccine.
The PRA also implemented a combined “Work-from-Home” (WFH) and “Skeleton Workforce” schemes among its employees pursuant to the Civil Service Commission’s relevant issuances. The employees adopted well upon the transition of processes and transactions to virtual and online means and platforms to reduce physical contact while maintaining the unimpeded flow of business within the Agency. Appropriate learning sessions were provided to the employees to address any technological difficulties. Mental health of the employees were likewise taken care of by encouraging and promoting work-life balance and maintaining healthy work lifestyle during WFH and skeleton workforce arrangements.

The PRA established a partnership with the Development Academy of the Philippines (DAP) since 2016 for the PRA’s transition to a competency-based Human Resource Management and Development System. The PRA Individual Strategic Engagement Development and Activation Program (PRAISE) aims to fully install PRA’s competency framework for employees’ exemplary performance into the Agency’s human resources system.

In September 2020, the Competency Assessment Results Workshop and Competency-Based Recruitment Workshop were conducted by the DAP. Individually sealed competency assessment results were distributed among the PRA employees and were subjected for discussion with their respective superiors. From there, the employees gained awareness and understanding of their competency levels and competency gaps. The employees then crafted their Individual Development Plans (IDPs). The IDPs and overall competency baseline is being used by the human resources in designing interventions in order to close the competency gaps and improving the PRA’s competency baseline in the succeeding years.

In 2020, a number of trainings were attended by the PRA employees responsive to their individual competency needs.

The Board likewise adopted a policy stipulating that Board papers for Board meetings shall be provided to the Board at least three (3) working days in advance of the meeting thorugh Board Resolution No. 4818, s. 2017.

The PRA has also implemented Paperless Board meetings. Board papers/materials can be accessed by the members of the Board online through an application specifically for PRA use only via tablets, mobile phone, laptops or desktops.
