INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

APPRAISAL OF VARIOUS PRA PROPERTIES (CONS 09-002)

The Philippine Reclamation Authority (PRA), through its Bids and Awards Committee (BAC), invites consultants to apply for eligibility and shortlisting and if found eligible and shortlisted, to bid for the hereunder project:

Name of Project: Appraisal of Various PRA Properties
Brief Description:
Three (3) independent appraisal firms to undertake the valuation of forty (40) real estate properties of PRA in various locations in the Philippines
Approved Budget For the Contract: One Million One Hundred Nineteen Thousand Pesos (Php 1,119,000.00) or maximum of Php 373,000.00 per appraiser
Source of Funding: Corporate Funds of PRA
Contract Duration: 30 calendar days

The list of minimum requirements is indicated in the Eligibility Form. Eligibility of prospective bidders shall be checked using non-discretionary “pass/fail” criteria. Shortlisting of eligible consultants will be done based on the following criteria: experience of the consultant, qualification of personnel and current workload. A minimum of three (3) and a maximum of seven (7) eligible bidders shall make up the shortlist. The evaluation procedure to be adopted shall be Quality Cost Based Evaluation (QCBE). Bids whose technical proposals pass the minimum technical rating of seventy percent (70%) shall have its financial proposals opened and evaluated. The technical proposal shall carry sixty percent (60%) weight in the bid evaluation.

All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

The Eligibility Screening Form will be available at the 7/F Legaspi Towers 200, Paseo de Roxas, Makati City, upon submission of a letter of intent, and upon payment of a non-refundable amount of Five Hundred Pesos (Php 500.00) to the PRA Cashier. Submission and results of eligibility shall be in the same office.

Bid Documents will be available only to shortlisted bidders upon payment of a non-refundable amount of One Thousand Pesos (Php 1,000.00) to the PRA Cashier.

The PRA assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid. The PRA reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
